The Streets of Moscow
One of our guides told us that Moscow has no Parking Authority, so there are no rules nor tickets. You can park anywhere you want, on the sidewalk, in the middle of the street, where ever.
Some enterprising Russians have taken to chaining parked cars up and making the owner pay a fee to get the car back. However, they only do this to inexpensive cars, you never know who is driving that Mercedes around.
